General information

The Refugee Reception Center (hereinafter – the Center) is a budgetary institution that provides social and accommodation services and state support for integration to foreigners who have been granted asylum in the Republic of Lithuania and their family members who came to the Republic of Lithuania in the event of family reunification, unaccompanied minor foreigners, foreigners resettled in cooperation with other member states of the European Union, third countries, institutions of the European Union or international organizations, persons transferred from a foreign country affected by a humanitarian crisis or a part of it or from territories affected by military conflicts on behalf of the Government of the Republic of Lithuania (hereinafter referred to as asylum seekers); providing social and accommodation services and ensuring reception conditions for foreigners who are or have been victims of crimes related to human trafficking during their decision-making period, asylum seekers for foreigners as vulnerable persons awaiting the implementation of a decision on return or deportation, foreigners who have received a temporary residence permit in Lithuania

In its activities, the Center is guided by the Constitution of the Republic of Lithuania, the Law of the Republic of Lithuania on Social Services, the Law of the Republic of Lithuania „On the Legal Status of Foreigners” and other laws, other legal acts adopted by the Seimas of the Republic of Lithuania, international treaties of the Republic of Lithuania, decrees of the President of the Republic, resolutions of the Government of the Republic of Lithuania, Ministerial Decrees of the President, orders of the Minister of Social Security and Labor, other legal acts regulating the integration of foreigners and the provision of state support for integration, and the regulations of the Refugee Reception Center (hereinafter – Regulations).

The center is a budgetary institution financed from the state budget of the Republic of Lithuania. Other funds received in accordance with the procedure established by legislation can be used to finance the center.

The owner of the center is the state. The rights and duties of the owner of the center are implemented by the Ministry of Social Security and Labor of the Republic of Lithuania. The competence of the Ministry of Social Security and Labor in implementing the rights and duties of the owner of the Center is determined by the Law on Budgetary Institutions of the Republic of Lithuania and other legal acts of the Republic of Lithuania regulating the activities of budgetary institutions.

The Center’s public announcements are published on the Center’s website www.rppc.lt. In cases established by legal acts, public notices are also published in other means of informing the public.

The vision of the refugee reception center

An organization that is constantly improving and applies the most advanced methods of social integration, dedicated to organizing accommodation, provision and integration support for foreigners who have received asylum, unaccompanied minors, asylum seekers, victims of human trafficking and displaced persons.

Mission

Provide accommodation and social integration services for asylum seekers, unaccompanied minors, asylum seekers, victims of human trafficking and displaced persons.

Activity goals:

1. provide social services;

2. to organize and implement the provision of state support for integration:

2.1. In the Center or in other residential premises and municipal territories provided by the Center for asylum recipients (except for unaccompanied foreign minors);

2.2. For unaccompanied foreign minors housed in the center;

3. organize reception and accommodation:

3.1. In the Center or in other residential premises provided by the Center for asylum recipients (except for unaccompanied minor foreigners) until they are moved to the place of implementation of integration in municipal territories, or until the end of the provision of support for integration, if the integration is carried out in the Center;

3.2. Center for unaccompanied foreign minors;

3.3. In the center for foreigners who are or have been victims of crimes related to human trafficking, during their decision-making period or to cooperate with a pre-trial investigation institution or a court investigating crimes related to human trafficking;

3.4. Center for asylum seekers;

4. to participate in the formulation and implementation of the integration policy of asylum seekers according to competence;

5. to submit proposals to the Ministry of Social Security and Labor regarding the improvement of legal acts related to asylum seekers.

SERVICES PROVIDED BY THE CENTER

• Provision of social services;

• Implementation and provision of state support for integration;

• Reception and accommodation of asylum seekers;

• Participation in the formation and implementation of the asylum seekers’ integration policy;

• Making proposals to the Ministry of Social Security and Labor regarding the improvement of legislation related to asylum seekers.
